I am a holder of E-Governance Master's degree from EPFL, Lausanne, Switzeland obtained in March 2010.
I am in charge of Internet Governance at Rwanda Utilities Regulatory Authority.I created this blog in order to collect different information related to e-gov and ICTs and share with the internet community the development of e-gov and let them provide the idea of how to foster the e-governance in least developed countries.
